Hereby it is sorted as follows by the authority vested in me as President by the Constitution and the laws of the United States of America and to the regulation and regulatory review to improve:
Section 1. Policy. (a) way regulatory decisions depend on public participation and careful analysis of the likely consequences of regulation. Section 2. Paragraph 3. General provisions. (a) for the purposes of this order "Executive Agency" has the meaning of the term 'Agency' in section 3 point (b) the Executive Order 12866 of 30 September 1993 laid down and "independent supervisory authority" has the meaning in 44 u.s.c. 3502(5).
(b) in this order be construed to impair or otherwise affect:(i) delegation of authority by law to a Department or agency or the head thereof; or
(Ii) the Director of the Office of management and budget budget, administrative, or legislative proposals with regard to functions.
(c) this order is implemented consistent with applicable law and subject to availability of funds.
(d) this order is not and does not, create any right or use, substantive or procedural, enforceable right or a party against the United States, its departments, agencies, entities, its executives, employees, or agents or someone else.
