Executive order-regulation and independent regulatory authorities

Hereby it is sorted as follows by the authority vested in me as President by the Constitution and the laws of the United States of America and to the regulation and regulatory review to improve:

Section 1.  Policy.  (a) way regulatory decisions depend on public participation and careful analysis of the likely consequences of regulation.  Such decisions are informed and improved by interested have a meaningful opportunity to participate in Rulemaking members of the public.  As far as legally permissible, should such decisions only after consideration of the costs and use (quantitative and qualitative) taken are.

(b) Executive order 13563 18 January 2011, "Improving regulation and regulatory review," directed by executive agencies, was intended to produce a regulatory system that protects "Public health, well-being, safety and our environment in the promotion of economic growth, innovation, competitiveness and job creation."  Not less than executive agencies, this objective should promote independent regulatory authorities.

(c) Executive order 13563 pointed out, General requirements for the Executive agencies, on the participation of the public, integration and innovation, flexible approaches and science addressed.  Extent permitted by these rules should comply with independent regulatory authorities.

Section 2.  Retrospective analysis of the existing rules.  a to the periodic review of the essential rules, to promote retrospective analysis of rules, which may be outdated, ineffective, inadequate or overly burdensome and change to facilitate independent regulatory authorities you should like at the best, streamline, expand or raise them in accordance with drawn on.  When possible, should such retrospectives analyses, including support for data and evaluations, will be released online.

(b) within of 120 days of the date of this order, any independent regulatory agency should develop and publish a plan of the public consistent with law and reflects that its resources and regulatory priorities and processes under which the Agency periodically will review its existing significant regulations to determine whether such rules should be changed, streamlined, extended or aufgehobene thus regulatory agency program more effective or less burdensome in achieving regulatory objectives.

Paragraph 3.  General provisions.  (a) for the purposes of this order "Executive Agency" has the meaning of the term 'Agency' in section 3 point (b) the Executive Order 12866 of 30 September 1993 laid down and "independent supervisory authority" has the meaning in 44 u.s.c. 3502(5).

(b) in this order be construed to impair or otherwise affect:

(i) delegation of authority by law to a Department or agency or the head thereof; or

(Ii) the Director of the Office of management and budget budget, administrative, or legislative proposals with regard to functions.

(c) this order is implemented consistent with applicable law and subject to availability of funds.

(d) this order is not and does not, create any right or use, substantive or procedural, enforceable right or a party against the United States, its departments, agencies, entities, its executives, employees, or agents or someone else.
