EXECUTIVE ORDER
INTERAGENCY WORKING GROUP ON COORDINATION OF THE NATIONAL ENERGY DEVELOPMENT AND THE APPROVAL AUTHORITY IN ALASKA
By the authority vested in me as President by the Constitution and the laws of the United States of America and the creation of an inter-ministerial working group, the efforts of the federal authorities to monitor the safe and responsible development he onshore-and offshore energy resources and the associated infrastructure in Alaska it is responsible to coordinate and to reduce our dependence on foreign oil, hereby as follows sorted:
Section 1. Policy. Cross-agency coordination is important for the safe, responsible, and efficient development of oil and gas resources in Alaska, continental onshore and on the Alaska outer shelf (OCS), while protecting human health and the environment, and indigenous peoples. A number of executive departments and agencies (agencies) numbers with health, safety and environmental protection standards resource development projects in Alaska to ensure compliance with. To formalize and promote this order sets current inter-agency coordination, a high-level, inter-ministerial work to facilitate, group is co-ordinated and efficient domestic energy development and allows in Alaska at the same time ensure that all applicable standards are fully met.
Section 2. Setting up. There is an inter-ministerial working group for coordination of national energy development and permitting in Alaska (Group), founded under the direction of the Department of the Interior.
Paragraph 3. Membership. (a) the Deputy Minister of the Interior act as coordinating Chairman of the Working Group and its work. The Working Group include also deputy representatives or officials at the equivalent, characterised by the head of the Agency:
(i) the Department of Defense;
(Ii) the Department of Commerce;
(Iii) the Department of agriculture;
(iv) the Department of energy;
(V) the Department of Homeland Security;
(vi) the environmental protection agency; and
(VII) the Office of the Federal Coordinator for Alaska natural gas transportation projects.
(b) the domestic policy Council will support in close cooperation with the Chair of the Working Group and the inter-agency coordination functions, described in section 4 of this order. To maximize coordination with national security policy directive 66 (NSPD-66), "Arctic region policy;" Executive order 13547 July 19, 2010 ("stewardship of the ocean, our coasts and the Great Lakes"); comply with the national response; the national oil and hazardous substances pollution contingency plan (national emergency plan); and other relevant federal policy initiatives of the Working Group include representatives or officials on the same level also Deputy, characterised by the head of each agency or Office, by:
(i) the Council on environmental quality;
(Ii) the Office of science and technology policy;
(Iii) the Office of management and budget; and
(iv) the national security staff.
(c) the Working Group consulted with other agencies and offices, as needed, in order to facilitate the sharing of information and best practices.
(d) the members of the Working Group meets coordinated cycles on a regular basis and on a schedule with significant milestones in the various approval authority. Staff from the participating agencies occurs where appropriate, on the functions of the working group to facilitate.
4. Functions. In accordance with the authorities and responsibilities of the participating agencies, the group will perform the following functions:
a facilitate proper and efficient decision making with regard to the granting of authorisations and carrying out environmental reviews for onshore-and offshore energy development projects in Alaska;
(b) ensure you that regulatory and permitting authority coordinated schedules and the progress of the agency activities accordingly, are that they operate efficiently and effectively and agencies, where appropriate, support;
(c) the exchange of application and project information among agencies, including expected timeline and milestones;
(d) the joint use and integrity of scientific and ecological and cultural and traditional knowledge among agencies to support the approval process for the evaluation of onshore-and to ensure offshore energy development projects in Alaska;
e engage in long term planning and coordination with the appropriate federal entities to ensure that in respect to such issues
as oil spill you prevention, preparedness and response and the development of the necessary infrastructure of energy development in Alaska drop;
(f) coordinate federal engagement with States, localities and tribal governments in connection with the development of sustainable energy systems and beautiful problems in Alaska, including:
(i) named a primary point of contact with in the State of Alaska to facilitate coordination;
(Ii) named a primary point of contact consultation with local communities, organisations and similar Alaska Native organizations to facilitate Governments, tribes, co-management;
(g) together with range of stakeholders; and
(h) promote inter-ministerial dialogue to communicate with the industry to the Alaska offshore and onshore energy development and beautiful questions.
Paragraph 5. General provisions. (a) this order is implemented consistent with applicable law and subject to availability of funds.
(b) the Department of the Interior provides administrative support for the Working Group as far as legally permissible.
(c) in this order be construed to impair or otherwise affect:
(i) the delegation of authority by law one executive department, agency, or the head thereof; or
(Ii) the functions of the Director of the Office of management and budget relating to financial, administrative, or legislative proposals.
(d) this order is not and does not, create any right or use, substantive or procedural, enforceable right or a party against the United States, its departments, agencies, entities, its executives, employees, or agents or someone else.
